What are your thoughts on using the Canon EF 70-200mm f/4L in low light situations and indoors?

I currently considering getting a Canon EF 70-200mm f/4L. Also, I don't carry an extra flash ( just the one on the camera that pops up). Nor do I use a tripod. After reading reviews, Canon EF 70-200mm f/ 2.8 seems better, but it's out of my budget. I
